Please be informed, In recent builds for enterprise edition we won't allow the customer to select the top level target type, It is known behavior.
However in the same top level, you could choose the targets as "Remote office or Domains" only, So we have given the combo box with "Remote Office/Domain" option, refer attached screenshot[Define Target.png]
Please select the Remote office or Domain in top level
and refine the target shown below.
