Thank you for raising the post. Reported scenario is rare. Usually, Administrator decides in advance whether to allow end user to skip the reboot by using our Deployment Policy options.
However, technically it is possible to stop the reboot/shutdown action during the countdown period. It can be achieved using some custom script which you need to execute on client machine.
