I've found the issue, it appears it's a little known setting on
Windows 8/8.1 and Windows 10 that nativaly isn't configurable under
the UI called 'Console lock display off timeout'

Now I know what is it I found this on Microsoft's web site that allows you to change it from the command line.

With is;-
powercfg.exe /setacvalueindex SCHEME_CURRENT SUB_VIDEO VIDEOCONLOCK 0
the setting is disabled.
Can this be added to Desktop Central's Power Management options?
