I've found the issue, it appears it's a little known setting on Windows 8/8.1 and Windows 10 that nativaly isn't configurable under the UI called 'Console lock display off timeout'

http://www.eightforums.com/tutorials/8267-power-options-add-console-lock-display-off-timeout.html

Now I know what is it I found this on Microsoft's web site that allows you to change it from the command line.

https://support.microsoft.com/en-us/kb/2835052

With is;-

powercfg.exe /setacvalueindex SCHEME_CURRENT SUB_VIDEO VIDEOCONLOCK 0

the setting is disabled.

Can this be added to Desktop Central's Power Management options?
