Thank you for raising the post. As per my understanding, you are referring to Roaming Users who are working from home or in users who won't/rarely connect to corporate network frequently.
By this approach, it doesn't depends on VPN
or Corporate network connectivity to execute the tasks. Refer

Best way to manage this machines is to manage
through Public IP or FQDN (Fully Qualified Domain Name)
where you can configure NAT in your firewall. WAN Agent will
contact main DC Server over the internet (through External
IP address - Port Forwarding).
Above solution can be implemented in both Professional and Enterprise edition.
