Thank you for raising your concern on this post. As of now, you cannot manage 2 or more Remote Offices using single Distribution Server. I'll put this as enhancement request to our development folks.
However for your Bandwidth consumption concern, I'll suggest to make use "Data transfer rate" option for Direct communication Remote office. Modify the RO and limit the transfer rate to 512 kbps or so. This will help in data consumed.
