The 90 minutes refresh interval is initially designed to ensure not to affect the network bandwidth during the agent communication. If you have minimum number of machines, the 90 minutes refresh interval might seem to be a limitation for you however if a customer manages large number of machines, this seems to be really important to optimize the bandwidth consumption.
Microsoft releases more than 100 updates every month and most the administrators are interested in scheduling the patch task instead of on-demand tasks. If that is the case, it isn't a healthy scenario where all the machines communicate the server at the same time to pull the patches.
You have deploy and deploy immediately option. Hence if you aren't interested to wait for 90 minutes, you can go ahead use "Deploy Immediately" option to deploy the task immediately, with in some seconds the agent machines will pick the task from the server.
