The configuration would be applied to the user or computer only once. This can be during the login or start or refresh interval. Subsequently, the configuration can be applied to the clients only when it is modified. The scenario you mentioned could be a modification of configuration.
There is a Apply at every logon or start-up option which can make the configuration reapply at login or start-up, irrespective of version change.
