Java deployment - "Error occurred while downloading the required files."

I have deployed Java 7 Update 65 (32-bit) to 239 machines in our organization. There are 150 successful and only 5 failed which doesn't concern me to much at this point. There are 32 machines that are in retry status and the majority of these machines show message " Error Occurred while downloading the required files."  I have seen this message on a few other deployments as well and I am not sure if the problem is from the Desktop Central Server or the Distribution Server.
