The configuration defined will be deployed according to the order it is created.
For eg., Lets consider configurations are created at 10.00, 10.05 and 10.10 respectively. When the agents come for a refresh cycle, it picks up all 3 configurations and applies the 10.00 then 10.05 and followed by 10.10.
To put it simply, it is First In First Out. so the agent applies the configuration which was created early followed by latest.
