user can't interact with install package

It seems since we upgrade to build 80215 that some of our install packages which require user interaction do not work.  There are no prompts appearing on the screen.     This used to work.

If we go in and manually change the properties of the DC agent service and put a checkmark beside "allow service to interact with desktop" then it works.   

is this a known issue with this build?  is there a fix?

(btw this is on Windows XP that it doesn't work)
