The target computers should be the software installed computers which matches the criteria.  I understand your concern about applying it to all computers.

Let me have the following to assist you better.
  • Screenshot of the custom group targets
  • Desktop Central Server side logs
  • Desktop Central Agent side logs from the computers where the computer is not the intended target

You can make use of the http://logs.desktopcentral.com URL for upload
