Thanks for the detailed post.
The configurations are based on User and Computer. If a computer based USB restriction is applied, it is applied to the computer. If you want to relax the restriction for a user you can apply a User based USB configuration which can relax the settings for the user. This is how the the basic restriction and relaxing is applied through configuration.
When you delete the applied configuration, the applied USB settings remains with the computer and user and is effective. So, you need to revert the setting which you have applied then proceed with other configuration.
