The reported issue seems something which isn't reported ever hence I would appreciate if you could contact support with the below details to assist you further on this.
- Logs from the client machine which is staying at "Yet to Apply" status.
- Logs form the client machine which failed with "Failed To Download XML"
- Logs from the product installed machine.
